Did UPA or Modi do better on the economy: what the data says

A lightly edited version of this article, written jointly with Karuna Gopal, appeared in the New Indian Express here.

Did India become richer or poorer during the UPA years? And how does the Modi government compare? At first, it may seem difficult to compare across different eras. For instance, the UPA had to deal with the 2008 financial crisis. But the Modi government had to deal with a once in a century pandemic. Which was the bigger challenge? There is a simple way to account for this. Just compare the performance of the Indian economy with respect to other countries during the same period.

Let us look at the hard numbers. The IMF classifies nearly 150 countries as “emerging market and developing economies.” This is India’s peer group. It includes China, all the BRICS countries, most places in South America, Africa, the Middle East and parts of Eastern Europe. 

How does India’s economic performance compare against its peers? The results are startling. In 2004, India’s per capita GDP was $635, while these countries had a per capita GDP of $1790. In other words, India’s per capita GDP was about 35 percent of its peer group. But by 2014, this actually fell to 30 percent. This means that those other countries did better than India. During the UPA years, India actually became poorer compared to the rest of the developing world. This should end the idea that the economy did particularly well under the leadership of Dr. Manmohan Singh. 

How do the Modi years compare? From 30 percent in 2014, India increased this ratio to 37 percent in 2019 and further to 42 percent in 2024. India’s per capita GDP now stands at $2850, compared to $6770 for its peers. There is still a long way to go. But in the Modi years, India has at least taken a big leap forward.  Unlike the years between 2004 and 2014, when India was going backwards. 

If this sounds like a harsh assessment of the UPA, it gets even worse. During the Vajpayee years, between 1998 and 2004, this ratio rose from 30 percent to 35 percent, before falling back to 30 percent at the end of UPA. Again, between 1991 and 1998, the ratio fell slightly from 31 percent to 30 percent. Whenever the Congress was in power, by itself or in the ruling mix, such as from 1991 to 1998, and from 2004 to 2014, India’s economy lagged behind its peers. During the Vajpayee years and the Modi years, India moved ahead. 

This may seem puzzling to supporters of the UPA. They would point out that the GDP growth rates during the UPA years were higher than during the Modi years. But consider the following example. In the 1983 World Cup finals, India scored 183 runs. In the 2023 World Cup finals, India scored 240 runs. Which was the better performance? What matters is that India won in 1983, but lost in 2023. The important thing is to stay ahead of the competition.

Why then do we rarely discuss such comparisons? Perhaps because the data is deeply embarrassing for the path India has taken since independence. In the early 1950s, India’s per capita GDP was about 18 percent of that of the world. By 1991, it fell to a mere 6 percent. In other words, India became three times poorer in the four decades of Nehruvian socialism. Even by 2014, it had recovered only to 14 percent, still well below the 1950s level. As of now, it stands at 21 percent. When did India’s per capita GDP cross that of Pakistan? That was in 2006-07, about sixty years after independence. When did India’s per capita GDP finally exceed that of sub-Saharan Africa? That would be 2015. Beyond the myth making, the old establishment must take the blame for this.

In the early 2000s, India found itself on a path of high growth. There was a sense that India’s moment had finally arrived. But others were actually doing much better. In 2004, India’s economy was 37 percent the size of the Chinese economy. By 2014, it had shrunk to 19 percent. In relative terms, India’s economic size had been cut in half during the UPA years. In 2024, it now stands at 22 percent. That is only slightly better. But at least the gap is no longer increasing.

The same story repeats with the rest of the BRIC countries. Between 2004 and 2014, China increased its GDP by 440 percent, Brazil by 267 percent, Russia by 223 percent, and India by only 182 percent. Same with per capita GDP growth, where India again comes in last among the BRIC. In 2004, India’s economy was bigger than Brazil or Russia. By 2014, both countries had crossed India in GDP rankings. Meanwhile, India remained stuck at almost the same position, rising just 1 place from 12th in 2004 to 11th in 2014.

In its final budget in 2014, the UPA set a target of 2043 for India to become the third largest economy in the world. That is not much of an ambition for a country of 1.4 billion people. Since 2014, India has grown faster than any other major economy, including China. Today India is 5th, and is expected to take the 3rd position by 2029. That is a full 14 years ahead of the target set by the UPA government in 2014. Still a lot for India to do, but one step closer to fulfilling our potential.

    1. There is no point debating with a pro-Congress group because they are wedded to their ideology and not interested in the truth.

      If a political party is incompetent in one domain, it will be incompetent in all domains. The Congress era was marked by poor or non-existent road infrastructure, frequent train accidents, even our airports were decrepit and stinking. In short everything looked like Bengal after the communist rule. Also terrorists had a free run with a bomb blast every month. How are we to believe that they did great on the economy front when they did very poorly on every other front ?

      BJP had built great roads, improved the railway infra vastly, built new airports. Also they have stopped the terror attacks with the exception of the Rameshwaram Cafe blast in Bangalore and there too it was a Congress government in power. These are the markers of competence and a competent political party will be competent at economic growth too.

  2. UPA never had any clue on how to create economic growth and eliminate poverty. They had the Manmohan Singhs, Raghuram Rajans and Kausik Basus. But these days economists are urban naxals wearing professor clothes and no sane country should listen to them.

    We can see this enormous cluelessness when Congress promises to pay one lakh khatakhat and eliminate poverty through redistribution. This is a communist idea that has made many countries like Venezuela poor. But they still peddle it. Maybe they want India to again become poor and wretched so that they can play their mai-baap politics and forever put garibi hatao in their manifesto.

    Hinduism already has all the ingredients to create fabulous economic growth. India went down the wrong path of socialism and secularism and paid a very heavy economic price for it. With even 5% annual growth since 1947, India would have been a 25-30 trillion economy by now. Indians are ten times poorer than they should be because of Nehru dynasty.

    While BJP has done better than Congress, it is not something to crow about. Any sane political party would do much better than the Congress in a Hindu majority country. BJP is still missing a key ingredient – freeing temples.

    Freed temples would power up the economy in a huge way – creating colleges, hospitals and maybe funding institutions. Because Hindus dont protest against their collective money in temples being robbed, political parties are threatening to rob individual Hindus and redistribute their money to minorities.

    1. This reminds me of a joke I heard about the Communists. A Communist leader declared that we would make everybody equal the audience cheered. When most in the audience realized that to make everybody equal they would have to sacrifice their wealth instead of gaining wealth, they got aghast.

        This has been happening for many years with HRCE act which usurped Hindu temple money and also with freebies where some Hindus may get something but most of the distribution goes to minorities. Waqf board is another mechanism for usurping Hindu properties.

        All opposition parties play this game to appease the minorities for votes and some do it out of sheer Hindu hatred. For example, Kejriwal spoke about taking Ambanis property and giving it to Waqf board. This is out of hatred for Hindus. And this hatred is because it is difficult to get Hindus to vote en bloc.

        Hindus have lost trillions of dollars because they dont have a sense of collective loss. The collective outflow is more from Hindus than the collective inflow resulting in a net loss to Hindus as a whole. The Hindus as a community will keep losing big time until they ask Governments some questions.

        The question Hindus should ask each government should be – show me an estimate of total Hindu taxes you get and how much goes back to Hindus.

        1. Modi has been saying the same thing recently and liberals have been jumping on him. All non-infrastructure spend (aka freebies) is mostly pocketed by minorities in India.

          The reality is that Hindus have not only been bearing the burden of fast growing Muslim population in India but also in Pakistan (because of the fake currency they print)

      The cops in USA, Canada and Germany very well understand who directs these protests and they use extreme force to handle it (like they should). US had snipers on University rooftops. Indians fully support them as no group should be allowed to hold the general population hostage. Indian police have to record all these videos and use them as training videos.

        Countries like India tolerate this nonsense and hence other countries use students to and NGO’s to create trouble in India. Students and liberals are cheap and expendable and easy to incite. For example, if a liberal student dies in a protest, his family wont be sad as they are economic liabilities.

    Colonial powers looked around for rich countries and then invaded with force, took their wealth and gave it to their preferred population (which is people in their country).

      What this directly implies is that communities that vote enbloc will benefit from redistribution. Modi is not wrong when he says Hindus Mangalsutra will go to the minorities.

      Interestingly, even Marxist economists dont view redistribution as a solution according to the Wikipedia page. They view socialism as a solution (which is wrong and which is why the term socialist republic needs to be removed from Indian constitution)

      Voluntary redistribution through temple donations would have largely mitigated the income inequality problem in India. But temple donations itself flows to the minorities after the sickular governments steal it (as we saw in Karnataka). This again is a data point in favour of Modi’s argument that redistribution will see the flow of money from Hindus to minorities.

    Maybe Abhishek could work on some kind of ranking model that provides and overall score for a government based on their achievements during their tenures. The baseline data could come from some global benchmark of countries that performed the best during the measurement tenure

    For example, if China built 1000 km of roads in five years and BJP built 900 km and Congress built 200 km, then road infra score can be as follows

    China 10/10, BJP 9/10, Congress 2/10 – BJP being 4.5 times better than Congress on this parameter

But it gives an excuse for the opposition to pretend they were winning till Pitroda made his comments. You will soon see editorials blaming Pitroda for poor performance of the opposition in the election.

      People make voting decisions over months and years. They see things being delivered - a new road here, a new train there, no train accidents, no terrorism, better infrastructure. Then they decide whom to vote.

      The only way any political party can challenge BJP in elections is by saying – we will build better infra, we will create more economic growth, we will eliminate terrorism etc. Not by saying we will split the country on caste, we will take away all your wealth, India is union of states etc. Even a kindergarten election cannot be won in India today with these kind of statements.

        1. Yes, Congress party has not still gotten over their mai-baap mentality. They think people of the country have to work 16 hours a day and pay taxes so that they can come and distribute it for getting their votes.

          As Modi repeatedly pointed out, they are the conduit for transferring Hindu wealth and property to minorities. While some Hindus may get some of their freebies, Hindus as a community are net losers. Hindus probably generate 99% of the wealth in the country and maybe not even 10% flows back to them. Before 2014, all our bus stands, railway stations and airports were decrepit and stank (they did not even maintain toilets).   23. Amazon routinely favors Left liberals and removes reviews of anyone who criticizes their books. It also blocks the person. You can be blocked from reviewing at the slightest hint of suspicion that you are a right winger.

    There needs to be a law against this. Reviews belong to a user and not to the platform owner. One can understand if Amazon removes one review and that too after discussion with the review poster. Removing all reviews is an act of war against the consumer.

    Removing reviews is also an act of falsifying information. Amazon is preventing users from knowing the truth about the products on their platform. If the quality of those products causes loss of life due to a user being unaware of the review, Amazon should be liable.

    Government of India should undertake an investigation and ask Amazon to share data on the reviews it deleted and the reasons thereof.

      The ability to hold multiple views and allow for multiple Gods is a tremendous skill. This ability is the reason so many American companies have Hindu CEO’s. Because Hinduism from birth trains people to have the great skill of being comfortable with holding multiple world views.

      Being able to hold only one view in ones head is a tremendous mental disability. We see Left liberal journalists living their whole life with only one fixed world view. This is why any Hindu on Twitter can trounce any Left liberal anytime. The Hindu is trained from birth to be comfortable with different Gods, different philosophies and different ideas.

    Most lottery winners and even sports superstars in the West have become poor. This is because they did not have the skills and education to invest the earned money. The money came suddenly and went suddenly as well.

This may be the only way to ensure fairness of judgements.At the very least, the opinion of the AI system should be published in parallel to the judgement.

  33. The tragedy of India is that all politicians want people to go to urban centers and give taxes but they dont want to improve urban infrastructure.

    India has perhaps the shoddiest and most terrible urban infrastructure on this planet. Every metro city is a big nightmare. China has done well in this regard and has quite few cities which are world class and perhaps better than cities in the West.

  36. Tharoor should know better than to quote some random and shady ranking by a Western agency. There is a rating agency spouting up in a Western country every day. All those who dont work in a STEM related industry seem to be working for a rating agency in western countries.

    Their methodology is dubious and designed to show they are superior. Western countries are constantly looking for alibis to invade and colonize other countries. These ratings are designed to create a background to justify Western colonization

    Rating agencies are clearly an extortion business. If you pay liberals in some way (conferences, awards, pay them to be on some think tank), you get rated higher.

      1. Apparently the formula used to rank effectively multiplied the metric by the log of the population and since India has a large population, the score is large and makes it look bad. Another country that had 1/10th of India’s population looks 10 times better just by virtue of that.

        All rankings use bogus methods like this and this is what Tharoor tried to peddle.

  37. Congress destroyed the IIT’s with these crap humanities departments. Humanities students dont learn engineering drawing or signal processing or materials science or any of these subjects. But they want engineering students to do these woke courses and waste their time (and taxpayer money).

    Government needs to clean out the woke courses from syllabus for engineering courses. Engineering students need to focus on becoming good engineers, not wokes

  39. Tamil Nadu kid took an off the shelf raspberry pi, put a box on top and claimed he invented a new computer. He was felicitated by the CM of Tamil Nadu. Should CM’s not have basic technical competence to understand that fabrication of a new computer is not the capability of a child.

    It is okay for Leftists and Liberals to have no technical competence as their entire life will be devoted to slogan shouting and placard holding. But a CM needs to be competent.
